Person's with Disabilities License Plates & Placards

State law allows for Disability License Plates to be issued to a qualifying applicant for any vehicle titled and registered in his or her name. Immediate family members residing within the same household may apply for one set of Disability plates only if the person with disabilities does not own vehicles in his or her name and relies frequently upon family members for transportation. A permanent parking placard is issued to qualifying applicants for use in any vehicle in which they are driving or being transported. More information about Person's with Disabilities license plates

Fines and Penalties for Abuses of the Parking Program for Persons with Disabilities
Please note that Disability plates and placards are not transferable. The authorized holder of the plates or placard must be present and must enter or exit the vehicle at the time the parking privileges are being used. Unauthorized use of Disability license plates or placards can result in a $500 fine, driver's license suspension and the suspension/revocation of the placard or plates.

How to Renew your Permanent Disability Parking Placard
To renew your parking placard before the expiration date in 2010, a renewal application/physician's completed and signed certification form must be received by Secretary of State's office. The office will mail renewal applications/physician's certification forms 2 months prior to the expiration of your current placard. This renewal form must be signed by your physician and returned to our office in order to renew your parking placard. Upon verification, a new placard will be mailed to you. The new placard will expire in 2014 on the last day of your birth month.

Vehicles properly displaying Disability plates or a parking placard my park in spaces reserved for persons with disabilities and are exempt from parking meter fees and time limitations, except at meters, signs or other markings with time limitations of 30 minutes or less.

The Office of the Secretary of State is committed to improving the Parking Program for Person's with Disabilities. The fraudulent use of Disability plates and placards is a serious problem. As a participant of this vital program, please ensure that your plates and placard is being used accordingly.

Secretary of State facilities are not authorized to issue Disability License Plates or permanent parking placards. Disability plates and permanent placards may only be issued through our Springfield office at the address below.
